Yes. This typically happens during the defrost cycle and is generally part of the units normal operation. It may also occur on certain models when heat is running and the outdoor (and indoor) temperature is slightly warmer than the system is used to.
First, don’t bother turning down the temperature any further. Doing so will only compound the problem by failing to cool your space and also unnecessarily spiking your home energy bill. If your air conditioner doesn’t seem to be cooling your home well, there may be a problem with its operation and a professional should be called in to save you from any further hassle.

First, check to see if your air conditioning drain line has a tee installed. If it does, you can flush out your drain system by removing the cap and pouring one gallon of hot water down the drain very slowly while making sure water doesn’t back up into the overflow shut off. You can also throw in a cup of vinegar to prevent future buildup in the drain line.
